WASHINGTON — The Reagan Administration said today that the new government of Haiti has sufficiently committed itself to human rights to permit release of $25.5 million in U.S. aid withheld because of abuses by the government of the deposed Jean-Claude Duvalier.
The finding by the State Department will permit the flow of aid funds for the fiscal year that began last Oct. 1.--$22.2 million for development assistance, $2.9 million in economic support funds and $450,000 for military training.
