The Santa Monica Rent Control Board has adopted a new set of regulations that allows it to reduce rents on apartments where landlords fail to repair major items such as windows or plumbing. The board said it will also consider adopting regulations that will allow it to reduce rents in cases where landlords fail to paint regularly or maintain clean carpets and drapes.
