Simi Valley Names Planning Specialist to Development Post

Simi Valley has named a Washington state urban planning specialist as the city’s director of community development.
Frank W. Brutt will fill a position vacated when former director Jim Arnold resigned amid complaints that he had not informed council members of major modifications in building projects.
Brutt’s appointment is effective Aug. 18. He is now director of Planning and Community Development for Snohomish County, Washington, said Simi Valley City Manager Lin Koester.
Brutt has been Snohomish County’s planning director for 3 1/2 years and previously was executive director of the Area Planning Board for Palm Beach County, Fla.
He will earn an annual salary of between $50,232 and $61,020, Koester said in a written statement.
Arnold resigned abruptly March 25 after a City Council meeting during which council members also criticized him for not providing detailed reports on zoning changes approved by his department.
