Burbank Fills Its Community Development Post

William R. Kelly, director of development services for the City of Brea in Orange County for three years, has been appointed Burbank’s director of community development.
Burbank City Manager Bud Ovrom announced Tuesday that Kelly, 38, will take over the position vacated in August by Larry Kosmont, who resigned to work as a development consultant.
Kelly, whose annual salary will be $67,500, will start work Feb. 2. He will supervise a 40-person department that has a 1986-87 budget of $65 million and oversees planning, redevelopment, housing and transportation programs.
Ovrom said Kelly has worked in local government 16 years and served from October, 1978, to August, 1983, as director of community services in Baldwin Park.
