Soviet Foreign Minister Eduard A. Shevardnadze urged Iran and Iraq to begin talks to end the Persian Gulf War, the official Tass news agency reported. Shevardnadze held a second round of talks in Moscow with Iranian Foreign Minister Ali Akbar Velayati on the gulf conflict. Iran opposes talks and says it will pursue the war until the overthrow of Iraqi President Saddam Hussein.
