U.S., Soviets Discuss A-Tests

GENEVA — The United States and the Soviet Union today opened their first negotiations in seven years on curbing nuclear test blasts.
The negotiations, which began at the Soviet diplomatic mission in Geneva, will focus first on renegotiating two unratified pacts from the 1970s which limit test blasts to 150 kilotons, spokesmen for both sides said. The Reagan Administration broke off tripartite negotiations on a comprehensive nuclear test ban treaty after taking office in January, 1981. Britain and the Soviet Union took part in those talks.
