An immigration judge is expected to hear soon a plea for political asylum from a Haitian woman who bore a child aboard a U.S. Coast Guard cutter off the Florida coast, an official said. Immigration and Naturalization Service lawyers ruled Tuesday that the baby girl, born 540 miles southeast of Miami, is not a U.S. citizen.
