MCI Communications will trim long-distance rates between states by an average of 3.5%, effective March 1. The anticipated action--worth about $135 million--matches cuts that the Federal Communications Commission earlier ordered American Telephone & Telegraph to make, reflecting the lower payments long-distance carriers now make for the local connections they need to complete calls. MCI said the cuts will maintain its pricing structure at up to 26% below that of AT&T.;
