Rep. Howard Is Critical After Heart Seizure

WASHINGTON — Rep. James J. Howard (D-N.J.) was hospitalized in critical condition Thursday after suffering a heart attack when playing golf, a hospital spokeswoman said.
Howard, 60, chairman of the House Public Works and Transportation Committee, collapsed when golfing at the Manor Country Club in Rockville, Md., a woman at the club said.
