** 1/2 JOE STRUMMER, OTHERS “Permanent Record” sound track. Epic. Joe Strummer dominates the first half of this sound-track album from the recent box-office bomb about a teen-ager’s suicide. He’s backed by the Latino Rockabilly War, and indeed, he mines the best of the two worlds suggested by that group’s name--guitar basics and polyrhythmic percussion. The latter-day Clash records were so production-bloated it’s good to hear Strummer back on track for some of the best, sparest tunes he’s done in a long time, including “Trash City,” “A Gal in Kalamazoo” (Glenn Miller was never like this) and “Nefertiti Rock” (Gene Vincent at the Pyramids). Side 2 is more hit and miss, with the Godfathers, BoDeans, J. D. Souther, the Stranglers and Lou Reed. Serviceable stuff, with a gem or two.
