REGENSBURG, West Germany — A West German court ruled today that a nuclear power station mothballed for 14 years can be torn down, rejecting a complaint that this would risk dangerous radiation leaks. The Bavarian state government said the Niederaichbach power station will be the first nuclear plant in Europe to be torn down.
