Westchester : Development Rules Tightened

The Los Angeles City Council last week voted 12 to 0 to adopt an ordinance that is stricter than a temporary ordinance regulating development in the environmentally sensitive Westchester Bluffs area and expands the area covered.
The previous ordinance covered an area west of Lincoln Boulevard. The new ordinance extends the area east to Sepulveda Boulevard. Loyola Marymount University is excluded from the development controls.
The ordinance, introduced by Councilwoman Ruth Galanter, requires all projects to obtain a conditional-use permit, which allows for closer planning department review of building heights, setbacks, grading, drainage and design.
The new ordinance is in effect for one year and can be extended for an additional six months with council approval.
