The Federal Aviation Administration announced a three-month program to train pilots and air traffic controllers to speak more clearly and to reduce radio communication errors. The program will include seminars and workshops and distribution of a 44-page booklet with tips for better communication. FAA Administrator T. Allan McArtor, who announced the program at the Air Traffic Controllers Assn.’s annual meeting in Arlington, Va., said pilots and controllers sometimes have problems with accents, similar sounding letters and numbers and with people disobeying radio rules.
