The Air Line Pilots Assn. blamed the Aug. 31 crash of a Boeing 727 in Dallas on a deficiency in the stall warning system and called on the government to order changes in the aircraft. Government investigators have not yet determined the cause of the crash, which killed 14 people. But the pilots group said there is “sufficient technical evidence” to support its conclusion.
