A low pressure system from Nova Scotia threw bitter winds and snow at the Northeast Saturday. Gusts to 25 m.p.h. sent wind-chill temperatures plunging to 42 below zero at Montpelier, Vt., and 41 below at Albany, N.Y., the National Weather Service said. Gale warnings were posted along the Atlantic coast from Virginia to Maine. Thirteen inches of snow fell near the towns of Woodford and Searsburg in Vermont.
