Former Philippine Education Minister Jaime Laya was arrested when he arrived in Honolulu to visit ailing former President Ferdinand E. Marcos, the FBI announced. Laya was held on a material witness warrant issued in New York in connection with fraud and other charges against Marcos and the ex-president’s wife, Imelda. Four other former members of Marcos’ Cabinet arrived with Laya--Labor Minister Blas Ople; Justice Minister Estelito Mendoza, Agrarian Reform Minister Conrado Estrella, and Sylvia Montes, who was in charge of social services.
