Development Bank Vote Causes Controversy: The Netherlands and Belgium have threatened to contest the choice of French presidential adviser Jacques Attali as head of the new European Bank for Reconstruction and Development, designed to revive the economies of Eastern Europe, and the choice of London as its headquarters. Attali won over a Dutch rival and London over the Dutch city of Amsterdam. The treaty establishing the bank is to be signed in Paris on May 29.
