World Bank and Moscow: World Bank President Barber B. Conable Jr. and Soviet Foreign Minister Eduard Shevardnadze agreed that the time is ripe to consider Soviet membership, Tass reported. President Mikhail S. Gorbachev has stressed the need for joining organizations such as the World Bank and International Monetary Fund to ease the country’s transition to market economics.
