New Issues Set Record: New issues of corporate stocks and bonds soared to a record $579 billion worldwide in 1991, while merger and acquisition volume declined a second consecutive year, Securities Data Co. reported. Merrill Lynch & Co. retained the top spot among underwriting firms worldwide, raising $99.6 billion, New York-based Securities Data said. Falling interest rates sent corporate debt issuance to more than $198 billion, while an effort by many companies to reduce high-interest debt loads pushed common stock issuance to a record, it said.
