Companies Report Under-Staffing: Forty percent of U.S. and Canadian firms say they do not have enough employees to meet their requirements, according to a survey by the Olsten Corp. of Westbury, N.Y., a provider of temporary personnel. Of the 427 firms that responded to the survey, 14% said they were overstaffed and 46% said they have optimal staffing. Health care and public service industries claimed the biggest shortages, while banking and finance companies reported the highest staffing levels. The survey covered employment levels at the end of 1991.
