Nation IN BRIEF : WASHINGTON, D.C. : Jails Hold More but Are Less Crowded

An estimated 426,000 men and women were in local jails as of mid-1991, slightly more than the year before but under less crowded conditions, the Justice Department reported. The department’s Bureau of Justice Statistics said the inmate total was 5.2% higher than the year before. Nevertheless, over the entire nation, jails were estimated to be operating at 101% of their designed capacity, down from the 104% estimate for the previous year.
