SCHOOL ISSUE: Orange County teacher unions are organizing to fight Gov. Pete Wilson’s Proposition 165. . . . The measure, which would reform the state budget process giving the governor broad new powers, is on the Nov. 3 ballot. . . . “Many people mistakenly think (it) just would cut welfare,” says Jim Harlan, a spokesman for the West Orange County United Teachers. . . . Not so, he says: The measure could also dramatically affect schools.

Helene Elliott was with the Los Angeles Times’ Sports department from 1989 to 2024, first as a staff writer and then, starting in 2006, as a columnist.
