52-Week Treasury Bill Rates Fall: Interest rates on the 52-week bills fell at auction to the lowest level since October. The average discount rate was 3.52%, down from 3.57% at the last auction on Dec. 10. It was the lowest rate since 52-week bills averaged 3.12% on Oct. 15. The bills will carry an equivalent coupon interest rate of 3.67% with each $10,000 in face value selling for $9,644.10. Sales totaled $14.8 billion out of bids of $36.5 billion.
