John J. Reynolds, 70, a onetime clerk with the First National City Bank of New York (now Citibank) who as a senior vice president in 1967 coordinated the development of Citibank’s “Everything Card,” renamed the Mastercharge Card. After leaving Citibank in 1973, Reynolds became chief executive officer of the Interbank Card Assn., now known as MasterCard International, the group that licenses MasterCard to thousands of financial institutions. During his decade-long tenure, MasterCard membership expanded to more than 120 nations, including the Soviet Union. In 1979, Reynolds also presided over the shift of Mastercharge to MasterCard, a name change decided on because the card by then could be used to get loans, withdraw cash and pay bills. In Mineola, N.Y., on Thursday of heart failure.
