INTERNATIONAL TRADE: Congressional approval of the North American Free Trade Agreement, a Pacific Rim trade summit and a new GATT accord considerably brighten the outlook. U.S. exporters will collect a down payment on the $35 billion to $40 billion trade boost expected from GATT alone over the next six years.
