CAIRO : Mideast Talks Set

Palestinian and Israeli negotiators return to the table today in Cairo, hoping to work out a package of security guarantees that will allow talks to resume on Palestinian self-rule in the West Bank town of Jericho and the Gaza Strip.
Negotiators failed to agree last week after marathon talks on the Palestine Liberation Organization’s demand for Palestinian police patrols, international observers and curbs on arms for Jewish settlers in the West Bank.
But if closure can be reached today, both sides say they can move quickly toward implementing the declaration of principles for Palestinian autonomy reached last fall.
