* Gov. Pete Wilson
Jobs: Supports tax credit for jobs creation, acceleration of Caltrans contracts, improved business climate.
Taxes: Calls for a more competitive tax structure. Pushed to make permanent the tax credit for research and development and supports tax credits for investments in small business.
Bureaucracy: Signed bills to streamline hazardous-waste permits and require agencies to weigh the economic impact of regulations before they take effect. Created “red teams” to guide business through the bureaucracy.
Miscellaneous: Expanded California marketing efforts in Mexico and would expand the state’s export finance program.
* Ron Unz
Jobs: Would slash red tape and cut state spending while trying to enhance education and skills for workers, to keep business in California.
Taxes: Would cut top bracket to 5% from 11%
Bureaucracy: Seeks massive reduction in regulations and would pull the plug on workers’ compensation and other government programs.
Miscellaneous: Would slash the state budget by $7.5 billion.
DEMOCRATS
* Kathleen Brown
Jobs: Supports tax incentives for jobs creation.
Taxes: Would exempt start-up firms from business income tax or corporate franchise tax burdens in their first year.
Bureaucracy: Would create regulatory ombudsman and appoint a lead agency to assist business through the permit process.
Miscellaneous: Would provide capital for small- and medium-sized businesses and entrepreneurs, seed funds for women and minority-owned firms and emerging technologies. Would steer money for community reinvestment into disadvantaged areas.
* John Garamendi
Jobs: Would implement a sweeping health care plan to free up billions of dollars to enhance the California economy.
Taxes: Supports a break in the capital gains tax to favor long-term investments in small, high-tech companies. Would provide tax credits to help defense firms make the leap to non-defense industries.
Bureaucracy: Would streamline environmental permitting process and establish one-stop shopping for businesses in need of regulatory approvals.
Miscellaneous: Pushed legislation to lower corporate tax rates, provide tax credits for research and development, and allow business to carry over 50% of operating losses to future tax years.
* Tom Hayden
Jobs: Seeks pro-environmental economic development, such as renewable energy and an electric car industry.
Taxes: Would plug tax loopholes to fund education and health, increase the tax liability of polluters and maintain the temporary 10% and 11% tax brackets on high-income taxpayers.
Bureaucracy: Would cut bureaucratic “bloat” by $1 billion.
Miscellaneous: Would invest in community-based, minority-owned enterprises.
