In the 1986 World Cup, authorities tried to hide the squalor and poverty of some sections of Mexico City by enclosing them behind walls brightly decorated with folk art. It didn’t work.
In the 1994 World Cup in the United States, authorities in Chicago tried to hide the homeless by having the police clear the parks and other areas used by squatters. It didn’t work, either. The world’s press heard about it, and Chicago’s image got a black eye for its attempted deception.
