. . . A countywide “attack force” was formed to combat prostitutes who officials said traveled from city to city on a regular circuit.
Residents along a seven-mile stretch of Harbor Boulevard had complained that street prostitution was out of control. Officials said prostitutes were routinely released from custody because of jail overcrowding.
