President Clinton appointed Undersecretary of Commerce Stuart Eizenstat as special representative for Cuba. Eizenstat, a highly regarded trouble-shooter, will attempt to assuage allies infuriated by a new U.S. law that punishes foreigners who do business with Cuba.
