The City Council this week endorsed a resolution that formally opposes the city of Irvine’s bid to annex the El Toro Marine base. The annexation, if successful, would transfer ownership of the base from the federal government to Irvine and would almost certainly put an end to plans for a commercial airport there. Irvine opposes the airport plan and has instead endorsed the so-called Millennium Plan, which would transform the base into a housing, shopping and recreational center; Newport Beach backs the airport proposal.
