Clinton to Pardon Black Army Officer

President Clinton will grant a posthumous pardon today to Henry O. Flipper, the first black West Point graduate, dishonorably discharged from the Army in 1882 on apparently racially motivated charges. He was born a slave in Thomasville, Ga. A court-martial convicted him of conduct unbecoming an officer over accusations he failed to account properly for commissary money.
