The City Council on Tuesday approved plans for a permanent classroom and administration building that will be connected by a 50-foot nonworking bell tower at St. Anne School.
The Planning Commission approved the last phase of construction in November, but the plans were appealed by 29 residents who said the bell tower will decrease property values and will be an eyesore. Residents, who voiced strong opposition at a public hearing Tuesday evening, suggested scrapping the bell tower.
