The City Council on Tuesday decided with a 3-2 vote to join the Orange County Regional Airport Authority, a pro-El Toro airport group. Mayor Jan Flory and Councilman Chris Norby voted against the item, saying it was too early in the airport debate to choose a side. Councilman Don Bankhead was designated a representative of the organization, which now has 11 cities as members. The organization was established in the 1970s to identify and promote a local commercial airport that could satisfy the county’s commercial air passenger and cargo needs.
