The city has drafted a resolution stating that Spencer Recovery Center, which has been operating a detox residential rehabilitation facility for alcoholics and drug addicts for two years, can no longer detox patients because the city never approved such procedures. The resolution will be presented at the Feb. 2 City Council meeting, and council members said regular inspections will occur to make sure owner Chris Spencer complies with the permit.
