The City Council tonight will consider adopting an ordinance permitting the construction of 107 single-family homes and a security guard structure in the La Habra hills, east of Beach Boulevard and north of the city limits. The council also will take a second reading of an ordinance that would restrict public nudity to theatrical performances and establishments and modify the penalties.
