City officials have identified almost $300,000 in “efficiency measures” designed to reduce government costs. City Manager Keith Till told the City Council this week that the possibilities include hiring an additional traffic officer, expected to bring in about $40,000 in citation revenue; contracting with the county for animal control services while retaining the nonprofit Seal Beach Animal Care Shelter; and outsourcing payroll, janitorial services and signal maintenance.
