Assemblyman Ken Maddox (R-Garden Grove) named City Clerk Ruth Smith the Woman of the Year in the 68th Assembly District. Smith was honored by the Legislature, where she was presented with a resolution during special televised ceremonies on the Assembly floor. A 36-year resident, Smith has worked for the city for 18 years.
