Grading on the future site of two 8-million-gallon water tanks at the southeastern corner of Hazard and Hoover streets began Tuesday.

Plans for the water-storage facility on the 2.6-acre site were accepted by city officials in December, more than a year after 10 million gallons were lost in a water tank rupture. The 32-year-old Hefley Square tank ruptured Sept. 21, 1998, injuring six people and causing at least $29 million in damage to public and private property.

Construction deficiencies were cited as the cause of the rupture.
