The City Council approved a request Tuesday to build an EZ Lube business in the Western Country Plaza on Moulton Parkway. The council members, who were voting as the city’s planning agency, approved the developer’s plans to build a 1,750-square-foot oil changing facility across from the Nellie Gail and Quail Creek communities with two new conditions: All illuminated signs will be turned off after business hours and no power tools will be used at the facility.
