* Wasco: Tour rose fields Sept. 8-9 at the Festival of Roses in this town, 25 miles northwest of Bakersfield, that calls itself “The Rose Capital of the Nation.” On opening day, a parade will roll down 7th Street at 10 a.m. A carnival, an art show, floral competitions and children’s activities take place both days in Barker Park. 10 a.m.-7 p.m. Sept. 8; 7 a.m.-4 p.m. Sept. 9. * Nevada City: Constitution Day actually lasts for two days, Sept. 8-9. It will begin Sept. 8 with duck races and a salute to the Stars and Stripes, featuring three bands.
