Appeals Court Rules on Foster Children Visits

LOS ANGELES
Child welfare workers cannot decide on their own not to visit some foster children, an appeals court decided.
Alliance for Children’s Rights, a child advocacy group, had sued the Los Angeles Department of Children and Family Services saying the agency’s policy of waiving visitation for 6,800 foster children every month violated state law.
The presiding county juvenile court judge agreed, ruling a year ago that the county needed judicial approval in each case. The county appealed that decision to the 2nd District Court of Appeals, which upheld the ruling on Friday.
“DCFS was abusing the waivers--which are supposed to be exceptions,” said Andrew Bridge, of the Alliance for Children’s Rights.
