Man Wins Fourth Term as Mayor, 12 Years Later

Carl Officer, who was voted out as the mayor of East St. Louis during a city fiscal crisis 12 years ago, won another term in a close election.
City councilman Eddie Jackson conceded the April 1 election after picking up a single vote in a partial recount.
Officer had served three terms as mayor from 1979 to 1991.
