Congress and 9/11

Am I the only one to wonder why the 9/11 report didn’t consider the fact that Congress, instead of doing its job or protecting the population, was off trying to impeach President Clinton for his tawdry little affair with Monica Lewinsky and countless other trumped-up charges?
If any blame is to be placed on Clinton, who could blame him for being too busy defending himself against all the supposedly terrible charges brought against him? Isn’t it about time Congress accepted its responsibility for what happened on 9/11?
