Standoff With Military Ends Without Violence

A challenge to President Gloria Macapagal Arroyo’s leadership by disgruntled marine officers ended without violence but rumors persisted that the military may continue efforts to oust her.
The five-hour standoff by marines began when their commander was relieved of his duties in the wake of what the government said was a foiled coup plot.
Arroyo imposed a state of emergency Friday, saying a coup plot had failed but that “treasonous” elements remained. Critics fear the clampdown is a step toward martial law.
